Week ending 18 Sep 2009 Vol 24, No 5

Feature Article: Scores of institutions and agencies dependent on government grants now have more to worry about than just money; they're worried about a lack of clear communication of fiscal plans.

Also in this week's edition:

  1. The Calgary-Glenmore byelection delivers a significant rejection of the premier and his party, but the end-of-days attitude in some of the resulting commentary is overwrought. (Wildrose Alliance party website, Alberta Progressive Conservatives' website).

  2. Cabinet approved several significant orders this week, including the implementation of long-delayed pieces of legislation and the approval of large municipal annexations.

  3. New statistics show that Alberta's institutions of higher education depend more on provincial grants for research and development funding than similar institutions in other provinces. (Statscan - estimates of 2007-08 R&D spending in post-secondaries, related C.D. Howe Institute commentary on tax competitiveness, Sept. 2009, PDF, 2.6 MB).

  4. Alberta New Democrats struggle over purity versus political adaptability; a surprising new force will impose itself in that debate. (Democratic Renewal Project website)

  5. A new minister is appointed to cabinet. Was he a second choice?

  6. Appointments of MLAs to executive committees signal a turn to a more hardnosed fiscal policy.

  7. The arrival of a Wildrose Alliance member in the legislature will prompt a re-examination of party funding. But the defection of one or two other MLAs to the Alliance could do much more - it could severely damage the status of the New Democrats.
